Egoprise - E-GOvernement solutions as instruments to qualify the public sector for the specific needs of small and medium sized enterPRISEs (SMEs) in the rural BSR

PROJEKT: The EGOPRISE project aims to make public authority services more receptive to the needs of businesses. E-government ensures more efficient and user-oriented work flows. This benefits small and medium-sized enterprises in rural areas in particular, as they have easier access to public services as well as to information, research institutes, personnel and cooperation partners. Collaboration with partners in the Baltic Sea region is designed to enhance the quality of public services across national borders. EGOPRISE also intends to improve cooperation between administrative bodies and make them more business-minded. Work flows between small businesses and administrative bodies will likewise be coordinated.

Summary description of the project:
The overall aim of Egoprise is to turn public administrations in rural BSR areas to more business oriented service suppliers, to relieve SMEs from administrative burdens, improve their access to information & qualified staff and as a consequence to increase attractiveness of rural areas as places to live, work & invest in.
BACKGROUND:E-government potentials are not exploited so far: The development is technology driven & not targeted at the business sector. The workflow of public bodies is adjusted to internal requirements & not to make best use of e-gov. for customers’ benefit. Multilateral interoperability is not considered. To overcome these shortcomings a transnational cooperation is necessary.
OBJECTIVE:Egoprise improves workflows & develops interoperable e-gov. solutions to:
a) make public administrations more service oriented for enterprises
b) simplify the employment process of (foreign) labour for SMEs &
c) provide SMEs easier entrance into public & business networks
The transnational PARTNERSHIP with focus on DE; FI, DK, EE & LV reflects:
a) National back-up by integrating legislative bodies & political decision makers
b) Cross-Sectorality by integrating diff. public levels & umbrella organisations
a) Scientific qualification by involving research & training organisation
d) Practicability by involving the private sector from the very beginning
Summary of ACTIVITIES & MAIN OUTPUTS:
a) Surveys to identify the demand of SMEs for improved procedures with the public sector (business registration, employment processes, etc.)
b) Analyse workflows in administrations for inefficiencies & frictions
c) Recommend workflow changes, cross-check their practicability, implement them in pilot regions
d) Develop & implement multilateral interoperable ICT services (e.g. business registration)
e) Eliminate red tape in procedures & establish virtual/physical service capacities to facilitate employment processes of (foreign) labour for SMEs
f) Develop & install digital greenhouses (virtual meeting points) to foster networking, promotion & information exchange among SMEs with universities & public bodies
g) Compile guidelines to ensure transferability of the designed instruments beyond project partnership & start the transfer within the project implementation phase
h) Compile action plans preparing necessary changes/adoption of legal frames to ensure durability of the results (to be implemented in a post-project phase)
Expected RESULTS:
a) Qualified business oriented public administrations, b) Transparent & multilateral interoperable processes between public admin.
c) Efficient and coherent workflows in administrations, d) Eased multilateral business registration
e) Improved employment & integration of (foreign) staff for SMEs, f) Knowledge/technology transfer into rural areas

Achievements of the project so far:
Egoprise officially started with the kick-off conference in Berlin in January 2010. In addition to the project partners also politicians followed the invitation to the meeting. Latter have been introduced to egoprise and its mission. The project has started to be promoted via a broad public based on different promotion channels, own networks within partner organisations and on several events beyond egoprise. A project corporate design and a slogan for project promotion: "eGovernment can do more" has been developed. In addition key messages of the project were developed covering the different needs of egoprise target groups (SMEs, public authorities, politicians). A project website www.egoprise.eu has been launched, serving as main communication tool of egoprise. Usefule information on egoprise were also included on partner websites and linked with the project website. Different press releases and newspaper articles were published.
The first content focussed activities of egoprise concentrated on the development of a common methodological framework for the analytical part, the project is going to start with. The main outcome of this reasearch phase shall be a detailed list of processes between public authorities and SMEs (for each country) having a potential for improvement by means of eGovernment solutions and improved workflows. In order to reach this goal the partners have developed a semi-structured interview guideline serving as basis for a qualitative survey to be performed in Summer 2010. In this survey end-users (SMEs), umbrella organisations representing SMEs, eGovernment experts as well as experts from the public level will be interviewed with the aim to identify those processes having the biggest potential for improvement for end-users benefit.
As eGovernment is a very specific and interdisciplinary topic the development of those guidelines was quite a challenge. It finally must be ensured that the real demand of the end-users (SMEs) in each respective country can be identified and a solid basis for improvements to be implemented later in the project is created. Different pre-tests were carried out to check the appropriateness of different guideline drafts. Before summer (may 2010) the final interview guideline has been finally elaborated and agreed upon to start with the interview phase in summer 2010. First results are expected in Autumn 2010.
